Anti-Ragging Cell (2025-26)

The Anti-Ragging Cell of Moonray Institute of Pharmaceutical Sciences (MIPS), Raikal, Shadnagar, Telangana, is constituted in accordance with the University Grants Commission (UGC) Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, along with the guidelines of the Pharmacy Council of India (PCI) and Jawaharlal Nehru Technological University Hyderabad (JNTUH).

The institution maintains a Zero-Tolerance Policy towards ragging and is committed to providing a safe, secure, inclusive, and student-friendly academic environment. Ragging in any form—whether physical, verbal, psychological, online, or through social media—is strictly prohibited within the campus, hostels, transportation facilities, and surrounding areas.

Moonray Institute of Pharmaceutical Sciences believes that every student deserves an atmosphere of mutual respect, dignity, equality, and academic freedom. The Anti-Ragging Cell actively works to prevent ragging through awareness programmes, continuous monitoring, and prompt action against any violation.

Objectives

The Anti-Ragging Cell functions with the following objectives:

  • To eliminate ragging in all forms from the institution.
  • To ensure a safe, healthy, and conducive learning environment for all students.
  • To create awareness among students regarding the legal consequences of ragging.
  • To promote cordial relationships and mutual respect among senior and junior students.
  • To provide confidence and support to newly admitted students.
  • To encourage students to report ragging incidents without fear.
  • To implement the guidelines issued by UGC, PCI, JNTUH, and Government authorities.
  • To foster an atmosphere of discipline, equality, and professionalism within the campus.

Functions and Responsibilities

The Anti-Ragging Cell shall:

  • Monitor the campus regularly to ensure a ragging-free environment.
  • Conduct surprise inspections in classrooms, laboratories, hostels, buses, canteen, and common areas.
  • Receive and investigate complaints related to ragging.
  • Maintain complete confidentiality of complainants.
  • Conduct fair and transparent inquiries into reported incidents.
  • Recommend suitable disciplinary action against students involved in ragging.
  • Organize orientation programmes for freshers and senior students.
  • Conduct awareness campaigns, seminars, workshops, and pledge programmes on anti-ragging.
  • Display anti-ragging posters and emergency contact numbers throughout the campus.
  • Coordinate with faculty mentors, hostel wardens, class coordinators, and student representatives.
  • Maintain records of complaints, investigations, and actions taken.

Complaint Procedure

Any student experiencing or witnessing ragging may report the incident through any of the following channels:

  • Submit a written complaint to the Anti-Ragging Cell.
  • Report the matter to the Principal, Head of Department, Faculty Mentor, or Hostel Warden.
  • Inform any faculty member or administrative officer.
  • Contact the UGC National Anti-Ragging Helpline: 1800-180-5522
  • Email the complaint to the institutional Anti-Ragging Cell.
  • Lodge an online complaint through the UGC Anti-Ragging Portal.

Every complaint will be treated with strict confidentiality, and immediate action will be initiated as per institutional rules and UGC Regulations.

Disciplinary Action

Students found guilty of ragging shall be liable for one or more of the following disciplinary actions depending upon the gravity of the offence:

  • Written warning
  • Suspension from classes
  • Debarring from examinations
  • Cancellation of scholarship or financial assistance
  • Suspension from hostel facilities
  • Rustication from the institution
  • Expulsion from the institution
  • Filing of FIR and legal proceedings as per applicable law

Preventive Measures

To maintain a ragging-free campus, the institution undertakes the following preventive measures:

  • Orientation Programme for First-Year Students
  • Interaction Sessions between Juniors and Seniors under Faculty Supervision
  • Anti-Ragging Awareness Campaigns
  • Student Mentoring System
  • Display of Anti-Ragging Posters across Campus
  • Installation of CCTV Surveillance in strategic locations
  • Surprise Monitoring by Faculty Members
  • Anti-Ragging Affidavit Submission by Students and Parents
  • Regular Review Meetings of the Anti-Ragging Cell

The Anti-Ragging Cell has been constituted in accordance with the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, and the guidelines of PCI and JNTUH to ensure effective implementation of anti-ragging measures within the institution.

The Cell consists of representatives from the administration, faculty, non-teaching staff, and students to facilitate effective monitoring and prompt redressal of grievances.
